New York town will fine or jail parents of bullies

The town of North Tonowanda, New York could fine parents of child bullies. The parents could even go to jail over the actions of their kids.

Parents could be fined $250 or put in jail for 15 days if their child violates curfew or any other city law including bullying. The offenses must be twice in a 90 day period.

Is this a good idea or is it going too far?
